In 2015, the 84th Texas Legislature changed the laws on how and where those holding a License to Carry (LTC) can carry a handgun. House Bill 910, 84th Legislature (Section 411.204, Texas Government Code) provides that a license holder may openly carry a holstered handgun except:
- On the premises of an institution of higher education or private or independent institution of higher education; or
- On any public or private driveway, street, sidewalk or walkway, parking lot, parking garage, or other parking area of an institution of higher education or private or independent institution of higher education.
The open carry of a handgun by a license holder became effective on January 1, 2016.
Senate Bill 11, 84th Legislature (Section 411.2031, Texas Government Code) permits the concealed carry by license holders on the campus of an institution of higher education. The law commonly called the “Campus Carry” law became effective on August 1, 2016.
